Kids with wealth parents opted out and that made funding problems worse because without stable kids to average out the pool the student body became more resource intensive which drove the typical urban failing school cycle.
I don’t know if I love the way these progressive policies are instituted but I observe this very human tendency to chase narratives rather than macro trends.

Seattle public school spending per student has ~tripled in the last twenty years. There has been no meaningful decline.
