This doesn't match Apple's known chip development cycle. Pro/Max variants share the same architecture as base - they're not independent projects you can "skip".

Skip as in not manufacturing them. That part still costs time and effort. TSMC has limited capacity. You have to pick.
Also it's not 100% shared. Pro and max often have additional things added on.
