A cool detail in the article that you can look up in the news is the French government investing €650m in AI, including technology (not just implementation, training and licensing it seems). Hope some of it is for further funding and equity in Mistral, and that other European countries follow suit. Even better if there was a great non-profit or B-Corp European alternative to the US and Chinese frontier/SOTA labs.
If they keep persecuting Anthropic as they have, I wouldn't be surprised to see them move offshore. If there's ever been an industry that is mobile, it would be AI.
The next natural move in the modern USA is "exit visas" - you know, like it is in Cuba, and as it was once was behind the entire Iron Curtain. FML, and the entire reason that we moved to the USA was to escape this crap. How did this happen?
Tax is one thing, permission to physically leave is entirely another issue.
In many countries like "Iron Curtain" back in the day, or Cuba now, or China now... yeah, the USA feels close. If Exit Visa does not come up on you search, look up Exit Ban.
If we extrapolate Fable 5 export bans, why not ban the US-citizen researchers from export? It's what the CCP does, for theirs.
It certainly has the cadence of an AI article. The author may have pulled together their ideas and put a structure in place but this sounds very much AI authored. The sentence structure and the breathlessness seem to match what I see when I read AI authored posts.

How is it mobile? Their employees, capital, and hardware is in the US

There's already an exit tax, not just in the US
