Penpot is the established alternative to Figma. OpenPencil compared themselves with Penpot here: https://openpencil.dev/guide/comparison
One thing to add is that the ecosystem does provide a desktop version for PenPot, but the comparison does not acknowledge that. Still good they put in the effort to give a (seemingly) balanced comparison.
