I would say yes, but I doubt we have good data since getting papers while working outside of university is quite hard or very expensive. Even with the help of some pirate woman everyone tries to criminalise...
Not that I have ever contributed to open science, it certainly has a net positive effect on education, which I would certainly rate as beneficial from that perspective.
But especially for data sets, open curation would be awesome. Of course scientist need to eat too, but if it comes to publishing, we don't have a beneficial system for anyone aside from large publishers. The still do some form of curation and this isn't a trivial service, but still...
