Recycling existing code is not writing code. Think what will happen when your almost all code become stuck in an infinite recycle loop with insufficent original code to refresh it.
A well overdue salary crash (layoffs), followed by a knowledge worker crash (reduction in work-force and less engineers needed).
Then afterwards, a financial crash (Because the 'engineers' hired at inflated salaries will no longer be able to pay for their mortgages and would unfortunately have to leave the country (if they are on a visa and can't find work in time).
