The best way is to be a CEO or CTO of an organization and mandate its use.
(Though even that sometimes fails if the tool is so utterly useless or cumbersome)
I am talking from a founder's perspective. I am building a new dev tool and trying to seek channels where I can show case it to engineers to have them try it.
How does that change things?
Start talking to CTOs if you want adoption.
If you want feedback, target software developers instead.
