Summary: Patent system stops useful technology. Invention can save fingers and lives. Inventor (patent-holder) is greedy and lobbied government to mandate it. It should be mandated as its benefit outweighs cost in all economic analyses. Manufacturers (rightly) dig in their heels.

"SUSAN ORENGA: I don't think any manufacturer should petition a
government agency to mandate a technology that is
self-interest. That would then create a monopoly."

My solution: Eminent domain. Government say's "We will mandate this technology, and you already built a time-to-market advantage, but now we're taking away your patent and making it public. Have fun making loads of money (but less than you hoped)"
