    Virtually all tools for video game modding and hacking are Windows first, and a large percentage them are only usable on Windows despite being open source. Approximately 95% of the tools on SMW Central and ROM Hacking.net run on Windows, with about 3/4 of that only running on it.

    From what I can tell, game development in general is very much Windows dominated at the moment too, though there is a slow move towards more OS independent tools and engines as time moves on.

    A few that I've personally used.

    - OpenMPT (music tracker)

    - FamiTracker (music tracker for NES chiptunes)

    - WinSCP (FTP,SFTP,etc client)

    - WinMerge (file diff tool)
